  • (3) Obtaining or assisting a family member in obtaining services;
  • (4) Obtaining or assisting a family member obtain mental health services;
  • (5) Participating in safety planning or relocating oneself or a family member. Requires advance notice consistent with employer’s policies prior to or not later than the first day of leave. Employer may require verification in a timely manner. Employer is to maintain confidentiality. Complaint process established with penalties of up to $500 for violations. Allows for civil action.

Pilot project requiring representatives from each of the public 4-year institutions to develop jointly with the Performance Agreement Committee, a 6-year plan that aligns goals, priorities, desired outcomes, flexibility, institutional mission, accountbiity and levels of resources. Performance Committee is composed of reps from th Governor's Office, OFM, HECB, OSPI, 2 members of the Senate, 2 members of the House and 2 faculty members (at least one of whom appointed by exclusive bargaining agent for those institutions that have collective bargaining. HECB staffs Performance Agreement Committee. Pilot begins in 2008. HECB must consult with OFM in conducting its Capacity and Technology study.

Institutions apply to become pilot colleges and are selected based upon established criteria. WTECB & HECB convene a selection committee. WTECB may accept private funds and use federal funds for this purpose. Report due December 1, 2012. Sunsets December 31, 2012.

Campus Safety Plans: Requires each institution to make available to all students, faculty and staff, within existing resources, a campus safety plan. Plan includes data; policies; procedures; programs; and information about campus safety issues. Requires memoranda of agreement with local emergency responders. Specifies a numberof elements that need to be addressed in the campus safety plan.
Requires each institution to conduct a self-study assessing ability to respond. Due Oct. 30, 2008 to the HECB or SBCTC as appropriate. HECB and SBCTC are required to report by Dec. 31, 2010.

Regarding tuition and fee waivers for veterans' families.
Disabled Vet's spouse and child(ren) tuition and fee waiver: Clarifies that tuition waivers for the spouse and/or children of totally disabled veterans are granted where the disability occurred as a result of active federal military service. If death results from the disability, the surviving spouse or child has 10 years from the death in which to receive the waivers. These tuition waivers are not required for graduate students, but are encouraged. Recipients of the waivers may be for full-time or part-time attendance but may not exceed 200 quarter credit hours or the equivalent semester credits.
